If the APPROVALDEFINITION variable is improperly set to a topic that doesn't exist, the page will not display or be editable through FOSWIKI and the following error message is received:

Foswiki detected an internal error - please check your Foswiki logs and webserver logs for more information.
Can't call method "state" on an undefined value
