Created Development.DeprecateTinyMCEPluginInitPreference as this change is getting bigger now: implemented replacement for TINYMCEPLUGIN_INIT, TINYMCEPLUGIN_INIT_TOPIC which points to a topic that should contain a section TINYMCEPLUGIN_INIT from which the init will be pulled from.

Decided to replace instead of deprecate. Maybe there is some plugin application where it would be desirable to use the TINYMCEPLUGIN_INIT var to manipulate TinyMCEPlugin.
