Item9502: Make rev parameter interpretation consistent

I fixed the crash, and added a test for the case that crashed 1.1 - a non-numeric parameter to $changes(). However, there is a paucity of tests for $changes() so it is possible that I broke something.

It seems that this change is okay, but the same problem may exist elsewhere. As Crawford [[http://irclogs.foswiki.org/bin/irclogger_log/foswiki?date=2010-08-20,Fri&sel=198#l194][suggested], I should "impose the same constraint on other usages of rev params".
