Item9652: Improve analyse.pl

HallOfFame is generated by the tools/analyse.pl script. This script has difficulty attributing checkins to specific releases.

It can be improved.

Re-opening as the calculation of the latest release is bogus. If a tag is less than a year old, it does not have a year, but analyse.pl attributes it the current year, which is wrong:

Here 1.1.4 is considered the latest version until we will be past the 20th of December. Have a fix, need a task to check it in. Thanks Kip for pinpointing the issue.
