Configure item {DateTimePlugin}{TimezoneOffset} does not affect the output of DATETIME macro.

I have found that it is necessary to explicitly specify inchours in each invocation, and the usual

Set DATETIMEPLUGIN_TIMEZONEOFFSET = "-7"

in Main.SitePreferences does not work either.

TimezoneOffset intentionally is not used for set dates, only for the current date. So I have added param timezoneoffset to explicitly use the timezone offset.

Version 1.2 has some other changes as well.
